I think Trip and T'Pol are Trek's most romantic couple, and also one of their more developed ones. Yes there could have been a tad more consummating but they are so perfect in their friendship and wrestling with their feelings.

Kate Mulgrew Interview
Here's a lovely interview Kate gave from set of Voyager just before the first episode aired. I'm always impressed with how she talks about Janeway and the show with such enthusiasm and respect. She continues that through the whole seven seasons in interviews, always talking of Janeway as a real person. Her affection for the character she creates (rather than merely plays) is very evident.
Interviewer: "This is a weighty mantle you've assumed."
